Радіо Свобода – Україна і Росія домовились врегулювати питання газової заборгованости.

Про це повідомив Президент Росії Владімір Путін по закінченню засідання міжвідомчої комісії «Ющенко-Путін» у Москві.

За його словами, компанію «Ґазпром» влаштовують пропозиції української сторони і залишилося лише оформити їх офіційно.

«Сьогодні від наших партнерів ми почули, що найближчим часом
розпочнеться погашення заборгованості, і ми домовились щодо принципів
співпраці на 2008-й і на наступні роки. Пропозиції українських
партнерів влаштовують. Сподіваємось, що усі домовленості будуть
виконуватись», – зазначив Володимир Путін .

У відповідь Президент Віктор Ющенко пообіцяв, що Україна вже
післязавтра розпочне повертати борг за російський газ у сумі понад
мільярд доларів.

Але зазначив, що за спожитий у листопаді та грудні газ платитимуть
по ціні 130 доларів за тисячу кубометрів. А от з нового року газ уже
оплачуватиметься за новою ціною.

«Щодо постачання на 2008 рік, то ми домовилися, що базова ціна вхідна 179 – вона зберігається», – зауважив Віктор Ющенко.

Коммерсантъ Росія має власні прогнози щодо сьогоднішнього візиту Віктора Ющенка до Москви:

Если
“Газпром” недавно настаивал на продаже газа по $314,7 за тысячу
кубометров при прямых поставках, а “Нафтогаз” — на $179,5 за тысячу
кубометров при любом посреднике, кроме RosUkrEnergo, то сейчас позиции,
похоже, стали смягчаться. Очевидно, что компромисс может содержаться в
установлении какой-то промежуточной цены, например $190 за тысячу
кубометров в среднем на 2008 год, и пересмотре схемы поставок с заменой
посредника на 2009 год. Примечательно, что до сегодняшнего дня ни
Владимир Путин, ни Виктор Ющенко не сказали ни одного критического
слова в адрес RosUkrEnergo, которая имеет все шансы проработать как
минимум до 2009 года, в отличие от “Укргаз-Энерго”. Как рассказал “Ъ”
один из участников газового рынка Украины, “с середины января работа по
старым схемам сворачивается, спокойно и без спешки”.

Російські “Ведомости” дають власний прогноз сьогоднішній зустрічі українського та російського презедентів:

Накануне сегодняшней встречи президентов Украины и России Виктора
Ющенко и Владимира Путина в самом украинском руководстве возникли
разногласия. Секретарь совета национальной безопасности и обороны
Украины Раиса Богатырева и руководитель секретариата Ющенко Виктор
Балога выступили против идеи премьер-министра Юлии Тимошенко устранить
и Rosukrenergo (RUE), и «Укргазэнерго» (СП «Нафтогаза» и RUE) из схемы
поставок газа на Украину и перейти к прямым контактам между
госкомпанией «Нафтогаз Украины» и «Газпромом». Днем Тимошенко выразила
готовность временно потерпеть наличие RUE в схеме поставок, но
непременно исключить из нее «Укргазэнерго». Источник в RUE считает, что
RUE бояться нечего, а устранение с украинского рынка «Укргазэнерго»
будет стоить «Газпрому» значительной выгоды, которую он может
компенсировать только повышением цены.

«Газпром» готов к изменению схемы поставок, но только после того,
как будут закрыты все старые долги и если условия экспорта газа на
Украину для «Газпрома» не ухудшатся, заявил «Ведомостям» представитель
компании Сергей Куприянов. Замруководителя секретариата Ющенко
Александр Шлапак вчера же сообщил, что предправления «Газпрома» Алексей
Миллер по телефону говорил Балоге даже о прямых поставках газа на
Украину «Газпромом». Куприянов отказался комментировать слова Шлапака.
Вчера «Газпром» заявил о переносе сокращения подачи газа на Украину с
утра на вечер вторника.

Сотрудник «Нафтогаза Украины» заявил «Ведомостям», что для Украины
обмен повышения цены на прямые поставки приемлем, но «масштабы
повышения должны быть предметом переговоров, резкого роста цен
украинская экономика не выдержит». На переговорах с «Газпромом»
«Нафтогаз» выдвигает две ключевые позиции: погашение задолженности за
газ, образовавшейся в 2007 г., по ценам 2007 г. и устранение
«Укргазэнерго».

Bikes and London Mayor’s Campaign

Cycling credentials became the center of election campaign for new mayor of London. Today’s chief of british capitol, Ken Livingstone, announcing a £500m investment in cycling in the capital. This will apparently be spent on a massive network of “cycle super
highways” to cut across London and a “hire-and-ride” bike scheme (based
on the extraordinarily successful Paris “Velib” example). Independent asks in leading article, why only London should benefit from such lavish investment in country, where almost a quarter of car journeys are less than two miles, a distance that can be cycled in less than 15 minutes:

The Government periodically makes supporting noises towards cycling,
but very little funding has materialised to encourage it as a method of
transport. We remain decades behind countries such as the Netherlands
and Finland when it comes to the provision of cycling routes. And the
amounts spent by the Government on facilitating cars far outstrip the
sums set aside for those on two wheels.
Cycling is on the move. But ministers seem trapped in a mind-set in
which cars come first. The moment has come for them to give way.

Вона містить прожекти будівництва ,байк-хайвеїв та розгалудженої схеми станцій прокату двоколісних. Independent запитує у кавер-статті, чому таку програму має експлуатувати лише столиця, у той час як у всій країні більше чверті авто-подорожей  довжиною менше двох миль – відстань, яку байком можна подолати за 15 хвилин. Настав час для велосипедів в Об’єднаному Королівстві, але чиновники й досі затиснуті у стеріотипах першости автівок.

She lost four primary contests over the weekend, was expected to lose three
more Tuesday, and faces an uphill battle in the two that follow. Her campaign chief has stepped aside amid signs of dissension over a flawed strategy. Is it begining of an end for Senator Hillary Rodham Clinton?

Would a month of good news for Obama create unstoppable momentum? Did
Clinton’s campaign commit a critical error by assuming the race would
effectively end on Feb. 5? IHT tries to predict:

The nature of the Democrats’ proportional system, which makes it hard
even for the winner of primaries to build up a large lead quickly, will
help keep Clinton in the race. And her deep and widespread political
ties give her an edge among the uncommitted superdelegates, mostly
party officials, who could decide the final outcome. That’s where a decade of contacts and favors can pay off. But if it comes down to that, you’re talking about hand-to-hand combat.

Barry Burden, a professor of political science at the University of
Wisconsin, in Madison, said his state was one place where Clinton could
interrupt Obama’s run.

“The only island of hope for Clinton in February potentially is
Wisconsin,” he said. So far, he said, the Clinton camp appeared unsure
how much time and money to devote to that contest.

Wisconsin could play to Clinton’s strengths, he added. “It’s a primary,
not a caucus state, and he’s done better in caucuses; it’s a Midwestern
state with a large working class, a large white population and lower
income population, a big union presence. There’s just a question
whether her campaign can do the kind of fund-raising and organizational
things needed.”

Russia shuts university that displeased Putin/ Росія почала закривати університети, які не подобаються Путіну

The European University at St Petersburg (EUSP) has been forced to
suspend its teaching
after officials claimed that its historic
buildings were “a fire risk”. On Friday a court ordered that all
academic work cease, classrooms be sealed and the university’s library
shut.

Academics at the EUSP said the move was politically
motivated – and followed a row last year over a programme funded by the
European commission to improve the monitoring of Russian elections. The
university accepted a three-year, £500,000 EU grant to run a project
advising Russia’s political parties on matters such as how to ensure
elections are not rigged.

Last October, the Russian president,
Vladimir Putin, launched a vitriolic attack on the EUSP – which has
close links with universities in the UK and US – accusing it of being
an agent of foreign meddling.

В університеті говорять, що це цілком політичне рішення – ЕУСП у минулому році отримав ґрант на 500 тис еврів від Европейської Комісії для вдосконалення моніторингу виборчого процесу та освітньої програми із прозорости голосування в Росії. У минулому жовтні Путін згадував ЕУСП як аґента “зовнішнього втручання”.

“Stay Away. It’s Japanese tradition”, – says to environmentalists locals. But answer me a simple question – what is common between ‘tradition’ and killing highly intelligent animals with modern bouts and  hi-tech weapons just for another menu line.

Here is piece story by CNN:

Fishermen hunt dolphins about every day in Taiji, a town of about 3,000 in southwestern Japan that juts into the Pacific Ocean. The sounds of waves crashing onto a rocky shore mingle in Taiji with the screeching wails of dolphins being chopped and hacked to death by fishermen.

Locals know they offend Western sensibilities by eating dolphins, but they say it’s a tradition hundreds of years old. And they say outsiders have no more right to tell them to stop eating dolphins than they would have to demand that Westerners stop slaughtering chickens or cows.

The Tragedy of Britney Spears

New issue of RollingStone poses almost-obituary-like article about Britney Spears. Clicks on her 24 videos, all photos and articles – it’s very sad to see, when such things publishing about living people. And magazine also posts a shocking piece of daily life ex-pop-princess:

Only a few kids are in the store, a young girl with her brother
and two blondes checking out fake-gold charm bracelets. Britney
rifles the racks as the Cure’s “Pictures of You” blasts into the
airless pink boutique, grabbing a pink lace dress, a few tight
black numbers and a frilly red crop top, the kind of shirt that
Britney used to wear all the time at seventeen but isn’t really
appropriate for anyone over that age. Then she ducks into the
dressing room with Ghalib. He emerges with her black Am Ex.

The card won’t go through, but they keep trying it.

“Please,” begs Ghalib, “get this done quickly.”

One of the girls runs to Britney’s dressing room, explaining the
situation through a pink gauze curtain.

A wail emerges from the cubby — guttural, vile, the kind
of base animalistic shriek only heard at a family member’s
deathbed. “Fuck these bitches,” screams Britney, each word ringing
out between sobs. “These idiots can’t do anything right!”

Ghalib dashes over to console her, but she’s already spitting,
growling, throwing a big bottle of soda on the floor so that it
begins to spill underneath the curtain, and then she’s got a box of
tissues and is throwing them on top of the wet floor along with
piles of discarded merchandise. A new card finally goes through,
but by then Britney is out the door, leaving her shirt on the
ground and replacing it with the red top. “Fuck you, fuck people,
fuck, fuck, fuck,” she keeps screaming, her face splotchy and red
as she crosses the interminable mall floor, the crowd behind her
growing larger and larger. “Leave us alone!” yells Ghalib.

The siblings run after Britney to get a video to put up on
YouTube, and some of the shopgirls run after her to hand off the
merchandise she left behind, and there’s an entire bridal party
wearing yellow T-shirts who have pulled out camera phones too. A
crush of managers in black shirts and gold name tags try to keep
the peace, but the crowd running after Britney gets larger, and now
the shopgirls have ­started to catch up to her, one of them
slipping spectacularly in her platform shoes, grazing her elbow.
She pulls herself up, mustering the strength to tap Britney’s
shoulder. “Um, I’m from the South too,” she mumbles, “and I was
wondering if I could get a picture with you for my little
sister.”

Britney turns to Ghalib and grabs his arm. “I don’t want her
talking to me!” she screams. She whirls around and stares the girl
deep in the eyes, her lips almost vibrating with anger. “I don’t
know who you think I am, bitch,” she snarls, “but I’m not that
person.”

Вона зникає разом із бойфрендом Галібом у кабінці примірятися. За секунду він з’являється із її чорною АмеріканЕкспрес.

Картка не приймається.

“Будь ласка”, благає Галіб, “зробіть це швидше”.

Одна із консультантів прямує до рожевої завіси пояснити ситуацію.

Із кабінки чується низьке, дике виття. “Fuck these bitches”, – кричить Брітні й вже хлюпає. “Ці ідіоти нічого не можуть зробити правильно!”.

Галіб кидається до неї, але запізно – вона плюється, рикає та кидає додолу велику пляшку із содовою, яка розливається під кабінку. А потім вона хапає бокс із тканинами та перевертає їх на мокру долівку, де вже мокнуть речі, які Брітні вже міряла. Нова картка спрацьовує, але вона вже вибігла з магазину, полишивши свою футболку на підлозі й замінивши її червоним топом. “Fuck you, fuck people,
fuck, fuck, fuck”, кричить вона, йдучи молом, а позаду тим часом зростає юрба. “Залиште нас у спокої!” попереджує Галіб.

Дівчині із натовпу вдається прорватися до Брітні та зупинити її за плече. “Ну… Я теж з Півдня”, мямлить вона, “і я подумала, чи можу я зняти тебе зі мною й моєю сестрою?”.

Брітні повертається до Галіба й стискає його руку. “Я не хочу щоб вона говорила до мене!”, промовляє вона й повертається до фанатки, зазирає їй в очі і з люттю промовляє: “Я не знаю, хто ти думаєш я така, сучко. Але я не та людина.”

Browne’s show made me laugh. I kept thinking “Dumb and Dumber,”
especially when two guys came out sharing a trouser leg and wearing a
straight face. There was a fellow in a gray feather suit, too. What can
I say? Sometimes I think that Browne just goes around and around,
really not breaking out of the tasks or fascinations he has given
himself. A lot of the clothes are jokes, but every so often he poses
some interesting questions about tailoring and proportions.

Will Super Tuesday be so Super?

If for Republicans it will be absolute dead fight, in Democratic side candidates lowering their expectations. Polls suggests that primaries results would be neck to neck for Obama and Clinton. For tomorrows morning headquarters of these nominees already have a siding strategy. About this knows more Newsweek:

But now that the fabled day has arrived, with Clinton and Obama all but
tied in the polls, the Clinton camp is rolling out a new storyline.
“The results are likely to be close and inconclusive,” communications
director Howard Wolfson said Monday. “Right now, we are looking at a
fight that will go on way beyond tomorrow.”

With both sides predicting a tossup, the Clinton team is starting to
map out the next month of the battle, when the Democratic race heads
into what one adviser calls “latte liberal territory.” They expect
Obama to have a strong showing in Maryland, Virginia and the District
of Columbia. On Feb. 19, Washington, Wisconsin and Hawaii—where Obama was born and
spent much of his childhood—hold their primaries. The Clinton team
doesn’t expect Hillary to have an advantage again until the contests
scheduled for early March.

NYT pointing out too about question “Will Super Duper Tuesday be actually so Super for Democrats?”.  NYT’s columnist Ron Klain thinks that absolute victory for one “donkey” candidate could be in 3 ways only:

  • 1. An upset win in the other’s home state.
  • 2. Particularly strong support from Hispanic voters.
  • 3. Someone takes the big “mo.” (He thinks that momentum still matters quite a bit. If one candidate
    racks up victories in an overwhelming number of the states (say, 16 to
    18 of the 22) or in the four larger states that are neither’s home
    state (California, Massachusetts, Georgia and New Jersey), that
    candidate would have a huge advantage going forward, even if the
    night’s delegate tally came out even.)

Їх опубліковано штаб-квартирою СОТ. BIN.com.ua подає скорочений огляд:

Киев также обязался, что после вступления в ВТО торговая деятельность
госпредприятий Украины будет полностью согласовываться с условиями этой
организации, а все госпредприятия будут работать на коммерческой
основе. Помимо того в течение одного года после вступления Украина
будет предоставлять информацию ВТО о деятельности этих компаний, а
также регулярно составлять доклады для членов ВТО о развитии программы
приватизации.

От физических лиц и компаний, желающих производить экспорт или импорт,
не будет требоваться физическое присутствие или наличие инвестиций в
Украине. Им необходимо будет только зарегистрироваться в
соответствующих органах, говорится в документе.

Киев также взял обязательство, что после вступления Украина отменит и
не будет устанавливать количественные ограничения на импорт либо другие
нетарифные меры, которые не предусмотрены соглашением ВТО.

Помимо того Украина отменит запрет на импорт автобусов, грузовиков и машин старше восьми лет.

SuperTuesday08: Voting Troubles to expect

Super Tuesday is first serious test for new american voting system, which forces absentee voting. Beside technical and weather problems are expect, there are a number others and they can delay reporting final tallies until early Wednesday, NYT gives notice:

Several states are expecting a higher than usual turnout, which
could increase bottlenecks in precincts with too few voting machines.
The growing popularity of absentee voting is also contributing to
possible delays because the ballots take more time to process and often
arrive at the last minute.

Voting experts have raised concerns
about at least five states using paperless touch-screen machines, which
could make recounts impossible in close races or cases of computer
failure. And the rush by states to move up their caucus and primary
dates has shortened the amount of time voting officials have to hire
and train poll workers.

Сьогодні пані Кільчицька, заступниця київського мера, була особисто присутня у парламентських кулуарах. Вона знервовано слідкувала за долею блокування президії. Якби воно не вдалося, у зареєстрованого сьогодні законопроекту про створення Тимчасової слідчої комісії з розслідування протизаконних дій київської влади з’явився би шанс бути розглянутим.

Як й у аналогічної депутатської пропозиції докопатися до протиправних схем поставок газу до України та ролі у них РосУкрЕнерго.

Reports said bodies of dead fighters and civilians lay in the streets
yesterday, and that hundreds of people had been injured. At least
15,000 people have fled over the border into Cameroon, and aid agencies
have warned that assistance to more than 200,000 refugees who flooded
into eastern Chad from the Sudanese province of Darfur, as well as
150,0000 internally displaced people, is under threat.

More than 1,500 rebels attacked the capital, N’Djamena, on Saturday
after a swift 500-mile advance in pickup trucks mounted with machine
guns from the east of the country, near the border with Sudan. After
initially cornering President Idriss Déby in the presidential palace,
the rebels were forced back with dozens of tanks and helicopter
gunships, and were outside the city yesterday.

Chad’s foreign minister, Ahmad Allam-Mi, told Radio France
Internationale that “the battle of N’Djamena is over”. But the rebels,
who accused Déby of corruption and autocracy during his 18-year rule,
said the retreat was tactical, and that they would attack again.

Репортери повідомляють, що тіла повстанців та мирних мешканців лежать просто на вулицях, ще сотні поранені. Щонайменше 15 тисяч людей перетнули сусідній камерунський кордон, рятуючи життя від військового повстання у Чаді.

Понад 1.5 тисячі повстанців у Суботу атакували чадську столицю Нджамену, після того як здолали кілька сотень кілометрів дороги з східних провінцій країни, що межують із Суданом. Та їм не вдалося здобути президентський палац – їх відкинули поза межі міста десятки танків та гелікоптерів. Міністр закордонних справ Чаду заявив, що “битва за Нджамену завершена”. Проте повстанці, які звинувачують Президента Чаду Ідріса Дебі у корупції та автократії протягом його 18літнього правління, запевняють, що відступ тактичний й вони атакуватимуть знову.

Президент вимагає в Уряду додатково 19 млрд грн

Вчора Ющенко зобов’язав Уряд збільшити кошторисні витрати на 19 млрд грн, переважно на фінансування армії та НАК “Нафтогаз України”. Говорять, ніби уряд може знайти лише половину коштів для ініціятив глави держави. “Коммерсантъ-Україна” впевнений, через це масштабне державне витрачання Президент теж включається у початок президентської кампанії:

существенные бюджетные инициативы президента тем, что он и
премьер-министр начали предвыборную президентскую кампанию и теперь
будут постоянно соревноваться в обещаниях, а бюджет, по мнению эксперта
Бюро экономических и социальных исследований Владислава Комарова, стал
их заложником.  Старший экономист центра “CASE-Украина” Владимир
Дубровский уверен, что госпоже Тимошенко все же придется
профинансировать расходы на вооруженные силы, так как именно от нее
исходило предложение перевести армию на контрактную основу, что без
дополнительных затрат и модернизации невозможно. Но предложение по
финансированию “Нафтогаза” аналитик называет сомнительным.

Український Президент активно сприяє кумівству у політиці і це соромить країну, яка намагається інтегруватись у европейський культурний простір. Так KyivPost коментує призначення президентської доньки Віталіни головою Нацради з питань благодійности:

Многие не могут понять, что может знать двадцатишестилетняя женщина
об управлении благотворительной организацией, в которое вращаются
многие и многие миллионы долларов,  и о том, как работать с наиболее
влиятельными (и иногда причастными к коррупции) бизнесменами Украины.

Наша Украина позиционирует себя как политическая сила, лучше всех
воплощающая европейские ценности. Конечно, непотизм проник во все
общества до некоторой степени. Но одним из столпов современной западной
цивилизации является идея, что наиболее квалифицированных женщин и
мужчин берут на работу, независимо от семейного, этнического или
расового происхождения.

Ukrainian President are active maintainer for nepotism and it shames country, which tries to integrate with Europe culture. These words KyivPost has picked up to comment on presidential daughter’s  assignment for National Charity Council chairman:

Just what a 26-year-old knows about running a
multi-million-dollar charity and dealing with Ukraine’s most powerful
(and in some cases, corrupt) businessmen is beyond most people.

Our Ukraine presents itself as a political force
that best exemplifies European values. Certainly, nepotism permeates
all societies to some degree. But among the pillars of modern Western
civilization is the notion that the most qualified woman or man gets
the job, regardless of family, ethnicity or race.

Vitalina might be bright, but appointing his
daughter to such a position only casts a shadow on Yushchenko’s
self-declared commitment to transparency and honest politics. Her
appointment is the latest chapter in a series of nepotism jokingly
referred to by Ukrainians as “kumivstvo,” referring to Yushchenko’s
tendency to appoint family and relatives to government posts. In
Ukrainian culture, kums and kumas are not only the parents of
godchildren, but close members of the family who may expect preferences
and favors.

17 years now, and we’ve done next to nothing about these things”.

revolution we didn’t have a parliamentary majority, and the former

real reforms in the country. What I want to say is that for me the
revolution was about more than coloured ribbons, it was about ideas and
principles. They give my life, and the lives of my team, meaning and
direction. What we want is to speed the moment when Ukrainians will
realise they didn’t spend all that time in the public squares for
nothing. They did it to change their politicians, and change the
country. This is my faith, and I try and follow it daily”.

ЗМІ в цілому не піддаються тискові з боку держави, проте й досі мають місце факти утисків ЗМІ та окремих журналістів. Зберігається проблема недостатнього забезпечення прав міґрантів та особ, що шукають притулку. Уряд не вдається до необхідних кроків із викоренення порушень прав людини, що сприяють розповсюдженню ВІЛ/СНІДу”
